​César Palomino Cortés is a lawyer who graduated from Simón Bolívar University in Barranquilla, with a master's degree in Law from Externado University of Colombia. He also holds several specializations: in Administration of Justice and Conflict Resolution, and in Commercial Law, both from Externado University of Colombia, as well as in Criminal Law and Criminology from the University of Medellín.

He has held prominent roles in the Colombian judiciary, including positions as a Magistrate of the Council of State, Magistrate of the Second Section of the Administrative Tribunal of Cundinamarca, and of the Administrative Tribunal of Chocó. His career also includes roles as First Civil Circuit Judge of Quibdó, Promiscuous Circuit Judge of Bahía Solano, Municipal Civil Judge of Quibdó, and Promiscuous Municipal Judge of Chocó.

In the academic field, he has taught undergraduate and graduate courses in subjects such as General Theory of Procedure, Administrative Law, Administrative Procedural Law, Law of Evidence, and Securities at Antonio Nariño University, the Technological University of Chocó "Diego Luis Córdoba," and the Cooperative University of Colombia.

He is currently the General Director of the National Legal Defense Agency of the State.
