Martha Lucía Zamora Ávila

National Agency for the Legal Defense of the State

​Lawyer from Universidad Externado de Colombia with specialization studies and a master's degree in Criminal Law.

At the beginning of her career, she started as Secretary General of the Justice Commission from the National Constituent Assembly, the organ in charge of enacting the Colombian Constitution of 1991.  In that position, Martha Lucía Zamora had the opportunity to participate in the design of the main judicial organs that were created by the Constitution, namely, the Attorney General's Office, the Superior Council of the Judiciary and the Constitutional Court.

Then she became Deputy Justice at the Constitutional Court securing important achievements, among them, she was in charge of drafting judgments for the resolution of countless tutela actions and was one of the authors of a judgement which determined the minimum conditions for the confinement of the mentally ill.

Mrs. Zamora also performed as Deputy Prosecutor and Deputy Inspector before the Supreme Court of Justice.

On 2012, she became General Prosecutor of Colombia.

While Gustavo Petro was Mayor of Bogota, she was as Secretary General of Bogotá's Townhall.

In 2016 she was appointed Chief of the International Commission against Impunity in Guatemala.

She is currently in charge of the National Agency for the Legal Defense of the State

On the academic side, she has been a professor of criminal law at Universidad del Rosario, Universidad Sergio Arboleda and Universidad Santo Tomás.
